Solution:

If you have Internet Explorer 4.x or higher installed, follow these steps...

  1. Click on the Start button
  2. Highlight Settings in the start menu
  3. Click on Control Panel
  4. Double-click on the Internet Options icon
  5. Click on the Connections tab
  6. Click "Never dial a connection"
  7. Click the OK button

If you don't have IE 4.x or later installed, download this disable auto-dial program and run it.
